A vehicle inspection station owner in Dauphin County in Pennsylvania has been charged with multiple offenses after state police discovered fraudulent safety inspections being issued from his Harrisburg-based facility.

According to a Pennsylvania State Police report, an inspection station audit was conducted June 13 at Choukri Auto Service on Walnut Street. The audit, completed in coordination with a Pennsylvania Department of Transportation (PennDOT) quality assurance officer, uncovered “multiple violations” of state vehicle inspection regulations.

The report alleges that the shop’s owner, Choukri Bouslama, was issuing Pennsylvania safety inspection and emissions stickers to vehicles that were never physically brought to the facility. Additionally, investigators said Bouslama falsified mileage records in order to fraudulently exempt certain vehicles from emissions testing requirements.

Bouslama was charged with forgery and tampering with public records, according to state police.
