Missouri Attorney General Sues Owner of Motor Vehicle Emissions Inspection Station

Attorney General Chris Koster has filed a lawsuit against Woodrow Jones, Sr., and his company, Three Hundred and Sixty Degrees Brake Service, Inc., for overcharging motor vehicle emissions inspections and conducting fraudulent motor vehicle emissions inspections at 4010 North Grand in St. Louis.  

On at least two occasions, the company charged undercover inspectors from the Missouri Department of Natural Resources $100 for an inspection, which was $76 more than the $24 businesses are allowed to charge for emissions inspections. In one of the covert inspections, the vehicle planted by DNR undercover inspectors would have failed the malfunction indicator light (MIL) tests, but the defendants allowed the fraudulent entry of MIL results as “pass.”  

“My office is charged with the responsibility to protect consumers,” Koster said. “We will take action to penalize companies cheating customers and allowing substandard vehicles on the roads.”       

Koster is asking the court to issue an injunction requiring compliance with the Missouri Air Conservation Law, and to assess civil penalties for violation of the law.
